Charges recommended for officer in deadly fall 2021 police shooting on Douglas

A man was shot dead by police on Sept. 12, 2021 outside Island Savings near Mayfair. A video captured it, but two years later few details (even the victim’s name) are public. On Thursday, though, the Independent Investigations Office (IIO) announced that there are reasonable grounds that a VicPD officer committed a firearm offence. 

The IIO said the incident began near Douglas and Tolmie before 10am. Saanich police attended first, then VicPD, and negotiations and less-lethal weapons were used before the shooting around 11am.

At the time, a witness told CHEK that the victim threatened himself with a knife while emotionally up-and-down during negotiations. Bystander footage appears to show the man in and around the bushes, surrounded at a distance by 7 officers, before being shot.

Now in hands of Prosecution Service

The IIO automatically reviews cases in which police action or inaction could have led to death or injury in BC. To bring charges to court, the BC Prosecution Service must be satisfied that conviction is substantially likely, and that prosecution is in the public interest.

IIO seldom recommends charges

No charges came, for example, in the Christmas 2019 fatal shooting of Victoria’s Lisa Rauch with an ARWEN round. The family was upset by that, and a public hearing on the death was recently ordered.

This is the second 2021 Island shooting for which charges have recently been recommended by the IIO, however. The first was the killing of Jared Lowndes by Campbell River RCMP.

The IIO has been backed up with cases due to recent years’ rise in police shootings in BC, but got a $2M funding boost to expedite the backlog.

Local man will spend 40 days at sea, rowing for charity

UVic rower Anthony Carella is about 700 days away from competing in the World’s Toughest Row, a nearly 5,000km journey from the Canary Islands to Antigua. He won’t be alone in the 8-metre boat, though. He’s doing the race with three former teammates from Hobart College, where the Ontarian walked on without having ever used an oar before. 

He took to the sport like a, well, rower to water, and now races for UVic while doing his post-grad. But the idea of half a million dollars for the Boys and Girls Club and other charities brought the quartet back together. 

They’ll now spend two years training and fundraising—all for the chance to spend weeks at sea with no bathroom or beds rowing in two-hour shifts in often gruelling conditions.
