Victoria council calls for local election improvements from province

Council voted on Thursday to ask BC to:
Provide election canvassers the same access to rental and multi-family homes as provincial or federal canvassers
Work with municipal governments to enhance and fund alternative options to lawn signs to bring awareness to elections
Do more to achieve higher voter turnout from young people and renters, who have been underrepresented in the polls
Eliminating or restricting the lawn signs was discussed, with concerns of environmental impact brought up by Coun. Loughton. “I remember going to Ellice and disposing of my signs,” she said, referencing last fall’s election, “and thinking ‘this is ridiculous’ because none of them are recyclable.”
It was ultimately decided that signs play an important role in elections, particularly for new candidates who don’t have name recognition. Instead the request was altered to push for alternative modes, like social media campaigns.

CRD delays decision on more paid parking in parks

The CRD board of directors has delayed plans to implement paid parking at certain regional parks, due to lack of time in the Wednesday meeting. It will be revisited in the Oct. 27 meeting.
The board proposed a three-year rollout of paid parking, initially costing $4 for day use, rising $1.50 a year for the next two years. The money collected would be used to widen hiking trails, enhance lighting, and repair regional trestles, including:
Before closing on the subject, CRD director Colin Plant brought up that Elk/Beaver Lake has a similarly high visitor count—1.9M a year—to Thetis Lake and Sooke Potholes, making it the most ideal candidate for these parking fees.
The 9 targeted parks include:
Elk/Beaver, Devonian, East Sooke, Horth Hill, Matheson Lake, Mill Hill, Sea to Sea, Witty’s Lagoon, and Sooke Hills Wilderness – South Access.

The Island could be one of best places in Canada to see the moon pass in front of the sun, forming a (partial) “halo” or “ring of fire” behind a black orb. But clouds could end up blocking the rare event, which starts around 8am and peaks shortly after 9am.
This eclipse is dangerous to look at directly, but there are local safe viewing events.
UVic’s Bob Wright Center Observatory is hosting students and the public on the 5th floor at 9am.
The Dominion Astrophysical Observatory is hosting visitors 8am-10am, with eclipse presentations, kids' activities and crafts, and planetarium shows. [Tickets]
US coverage of the eclipse is slated to stream on NASA from 8:30am to 9:30am.
